| 内容記述 | Emigration from new EU member states in Central and Eastern Europe, especially the Baltic States and the Balkans, has been fierce since their admission to the EU. Taking up the case of Bulgaria, this paper examines the actual situation. A massive outflow of young and educated people from the country is a serious problem. As the EU has given new EU member states only ʻfree mobility of laborʼ in respect of labor, but failed to create employment opportunities sufficiently in poorer member states, its policy has collapsed. This paper argues that more active industrial policy by the Bulgarian government is required. | |||||||||||
