It increased rapidly from 1973, and they came to serve various functions at community. One of the main reasons for these revived activities was the fact that the clubs began to be subsidized by the national government. This paper attempts to clarify the process of this government-led family strengthening and community organizing by interviewing related parties and analyzing relevant documents.Thus, it could explain that the intent of national support for child healthy upbringing and the method of penetration of the target.As a result of research, the government used the existent mothers’ clubs to reinforce community and family ties.
