Therefore, in order to reconsider the healthy upbringing concept in Japan, to verify the country intervention. Healthy upbringing of Japan has been to be general child measures of prevention function. In fact protection was needed for the healthy upbringing of Japan. For Child Welfare Act, children’s halls was the perfect place. In other words, healthy upbringing concept in Japan, could not be formed in only general child protection.
